Implementation Guidance

• Office of Management and Budget (OMB) Memorandum 05-24 of Aug. 5, 2005:



"...Department and Agency heads must conduct a background investigation, adjudicate the results, and issue identity credentials to their employees and contractors who require long-term access to Federally controlled facilities and/or information systems."

• Dept. of Commerce, Fed. Info. Processing Standards 201-1 (FIPS 201-1):

        » Overall PIV implementation by agencies "shall meet" the following criteria:

                * Credentials are issued only to individuals whose true identity has been verified and                    after proper authority has authorized issuance of the credential.
                * "Only an individual with a requisite background investigation on record is issued a                    credential."
                * "The process shall begin with initiation of a National Agency Check with Written                    Inquiries (NACI) or other OPM...investigation as required for Federal employment."
                * "At a minimum, the FBI National Criminal History Check (fingerprint check) shall be                    completed before credential issuance."
